Subscription to IEEE Explore

The JRC requires continued access to journals, conference proceedings, and standards contained in the digital library maintained by the Institute of Electrical and Electronics Engineers (IEEE), specifically IEEE Xplore. The JRC also anticipates that a consistent number of its peer-reviewed scientific papers will continue to be published in IEEE gold fully open access journals. Under these circumstances, the JRC needs to renew the existing Framework Contract with IEEE, which will expire on 04/12/2025 (ref no 943919-ISP-2022). In addition, the JRC is conducting a research project aimed at testing the reliability and security of AI agents designed to assist scientific researchers in their literature searches. This project involves evaluating the correctness of information contained in reports generated by generative AI and improving the agents’ ability to produce safe and accurate scientific outputs. To support this initiative, the JRC requires access to IEEE Xplore API keys and related documentation to enable integration of IEEE content and metadata into its internal systems and workflows.
