Overview

This procurement is carried out in accordance with the Act of 17 June 2016 No. 73 relating to public procurement (LOA) and the Regulation of 12 August 2016 No. 975 on procurement rules in the utilities sectors (the Utilities Regulation (FYF)), Parts I and III. Statnett has a need to establish framework agreements for legal services within a wide range of fields. To ensure the right expertise and predictable capacity, 10 separate framework agreements will be entered into – one framework agreement per sub-area. The sub-areas include: Subcontract 1: Public procurement law, competition law and state aid Subcontract 2: Construction and contract law Subcontract 3: Licensing, land and rights acquisition (areas with reindeer husbandry) Subcontract 4: Licensing, land and rights acquisition (areas without reindeer husbandry) Subcontract 5: Tax and duties Subcontract 6: Energy law Subcontract 7: ICT and data protection Subcontract 8: Finance, corporate law, stock exchange regulation and financial reporting Subcontract 9: Offshore projects and international cooperation/developments Subcontract 10: Other legal assistance A framework agreement will be entered into with one supplier per subcontract. The framework agreement will have a duration of 4 years. The contracting authority shall have the option to extend the framework agreement for a further 2 years, for a total maximum of 6 years. The total estimated value of the framework agreements (subcontracts) is between NOK 200 million and NOK 300 million excluding VAT for the entire agreement period (including options). The estimate is based on previous use of similar services. It is emphasized that the estimates include sufficient margins to account for uncertainty and any unforeseen needs, as the scope of future purchases of legal services may vary significantly and can to a small extent be predicted based on historical figures. Consequently, the volume of call-offs/orders under the various framework agreements (subcontracts) will naturally vary depending on need. The maximum financial ceiling for the framework agreements (subcontracts) in total (including options) is NOK 400 million excluding VAT.
