Die Auftraggeberin ist ein Gemeinschaftsunternehmen von drei Wasserverbänden aus Nordrhein-Westfalen und mehreren Städten und Gemeinden, das zum Zweck der zukünftigen gemeinsamen Klärschlammentsorgung gegründet wurde. Hierzu soll am Standort Buchenhofen des Wupperverbandes eine neue Mono-Klärschlammverbrennungsanlage errichtet werden. An diesem Standort betreibt der Wupperverband seine größte Kläranlage und bereits seit 1977 eine Schlammverbrennungsanlage. Die neue Verbrennungsanlage (KVA Buchenhofen) wird unabhängig von der bestehenden Schlammverbrennungsanlage des Wupperverbandes errichtet und ersetzt diese nach der Fertigstellung.
