Gemeente Utrecht awarded a framework agreement for procurement advisory services to guide and complete European and other tenders through external procurement advisors when internal capacity is insufficient. The contract, valued at €2.8 million over four years, was awarded to Het NIC B.V., PSI B.V., Smulders Procuremanagement hodn Roger, and Tender People B.V. on 29 December 2025. The advisors will coordinate the full procurement process from preparation to completion in close collaboration with internal stakeholders.
