Die Stadt Neuss (im Folgenden: Stadt) entwickelt durch die Landesgartenschau Neuss 2026 GmbH (im Folgenden: LAGA) als Bau- und Betriebsgesellschaft aktuell auf dem 38 ha großen ehemaligen Rennbahngelände den Bürgerpark für die Landesgartenschau Neuss 2026. Dazu soll u. a. das auf dem Gelände befindliche zurzeit ungenutzte Gebäudeensemble "Hammfeldhof" aus dem Jahr 1968, bestehend aus einem Wohngebäude und zwei ehemaligen Stallgebäuden, hergerichtet und umgebaut werden.
Zielsetzung: Umbau und Herrichtung des Gebäudeensembles Hammfeldhof, bestehend aus zwei ehemaligen Stallgebäuden und einem Wohngebäude auf dem Gelände der LAGA 2026 in Neuss.
