Zur Vergabe gelangten in neun Losen ausgeschriebene Rahmenvereinbarungen über Bau- und Instandhaltungsarbeiten an Wohnheimen und Apartments im Gebiet der Stadt Wien (§ 5 BVergG 2018). Jede Rahmenvereinbarung sollte mit bis zu fünf Unternehmern für eine Dauer von jeweils vier Jahren abgeschlossen werden.
