Overview
The University wishes to procure a Managed Service in the area of External workforce acquisition and end-to-end management provided by a Contracting Party (also further referred as "Managed Service Provider" or "MSP ") under a Framework Agreement as part of the Services. The Managed Service is the Services and activities, as further detailed in this Call for Tender. This Call for Tenders is aimed at concluding a Framework Agreement, fixed at two (2) years, renewable two (2) times for one (1) year (2 + 1 + 1) on the advice of the University, in order to retain one Contracting Party, without reopening of competition, known for its expertise in Managed Service in the area of External workforce acquisition end-to-end management. The Managed Service in the area of external workforce end-to end management in the context of this Call for Tenders shall be understood as encompassing the following services: (i) The supply and management of external expertise mainly on a time and material basis for/on behalf of the University and under the responsibility of the Contracting Party. The Contracting Party (MSP) will be responsible for the acquisition and the full end-to-end management of the external workforce – from Outsourced Parties/Companies engagement to its external workforce (consultant) planning, on-boarding, billing and offboarding; (ii) The set-up and operation of an open Vendor Management System (VMS), whereby outsourced parties/companies may access information on the individual Assignments request on the Framework Agreement. The procedure for the award and performance of a subsequent contract based on the Framework Agreement for the said Assignments are set out in Article 2.3. Throughout the duration of the Framework Agreement and until the final order has been completed, the University must have free access to the VMS platform, without any intermediary other than the Managed Service Provider (MSP); (iii) Collect all required administrative documentation related to Outsourced Parties/Companies performing services in scope of this Call for Tenders; (iv) The selection of the workforce, with the identification of a list of candidates (together with their resume) selected on the basis of cost-benefit analysis who meet the technical and functional requirements set out in each Assignment Request on the Framework Agreement. (v) The management and monitoring of individual assignments performed by Outsourced Parties/Companies. There is a unique lot as follow: Managed Service in the area of External Workforce acquisition and management. The procedure followed is the Framework Agreement procedure allowing the University to designate a holder without reopening of competition, who undertakes to respect, throughout the Framework Agreement, the conditions set out in this Call for Tenders.
