Overview

The Municipal Infrastructure Development Programme (MIDP) - Project Preparation Facility (PPF) seeks to enable urban infrastructure projects in Ukraine through the inclusion of Swiss expertise by supporting project preparation, implementation of quick-win measures, co-financing of projects and strengthening of business networks. The overall objective of the MIDP is that the Ukrainian population benefits from improved or re-established urban public services. The Facility seeks to contribute to this overall objective by enabling the implementation of urban infrastructure projects for Ukraine’s reconstruction. The underlying assumption is that well-prepared urban infrastructure projects are more likely to be implemented and to contribute sustainably to improved public services. The Facility is structured along three components with a focus on basic urban infrastructure, flexibility and scalability. Component 1 finances preparatory work for urban infrastructure projects as well as quick-win measures. Component 2 co-finances the implementation of selected urban infrastructure projects. Component 3 strengthens established Swiss-Ukraine business networks. The Facility will actively screen the priority list of projects within Ukraine’s PIM, check those against Switzerland’s criteria, seize upcoming opportunities and react to ad hoc demands through different means. Quick-win measures are small operational measures, demonstration projects or investment projects that can be implemented rapidly, can serve as a demonstration of a new concept, and generate momentum and pave the way for larger investments or reforms. The mandate of the Implementing Agency comprises all services that are deemed necessary to implement Components 1, 2 and 3 of the MIDP and achieve the project objectives. The Implementing Agency bears the main responsibility towards SECO for the activities and their results. The scope of services is described in more details in the attached documents.
