Overview
The bilateral programme Supporting Climate Policy and Energy Transition in Mozambique is a Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) project commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), aiming to strengthen Mozambique"s institutional capacities and contributes to the National Development Strategy 2015-2035. The project supports Mozambique's commitment to setting ambitious, realistic and science-based Nationally Determined Contributions (NDCs) for the 2025 NDC Update Report, while promoting long-term climate resilience and a transition to renewable energy sources on a low emissions development pathway.
Recent policy dialogues indicate that Mozambique does not yet have a long-term strategy or a net zero target, although in 2021, Mozambique started to formulate its Long-Term Low Emission Development Strategy (LT-LEDS). In addition, the GoM extended its NDC Implementation Plan for 2023-2030. However, it has not submitted a 2030 target or long-term strategy to the UNFCCC. The presidential election in October 2024 will limit government activities during the election campaign, possibly leading to a significant delay in the update process. The effective adaptation and further development of the Mozambican NDCs for the period 2025-2030 nevertheless offers significant opportunities and a pathway towards attracting climate finance through ambitious target setting and sustainable economic development.
In this context, this project aims to support the GoM in the drafting and development of ambitious, realistic, science-based and achievable NDC 3.0. The contractor will play a central role in the preparation and formulation of the final NDC report, tailored to the needs and aspirations of Mozambique and in compliance with UNFCCC requirements. The process of updating Mozambique"s NDC is an opportunity to encourage the participation of various stakeholders in defining the mitigation and adaptation targets.
