Hanke eesmärk on leida raamhankesse arenduspartnerid, kes viiksid ellu X-GIS 2D ja e-ehitus 3D kaardiplatvormide alusel uue, 2D/3D võimekusega, avatud lähtekoodiga, Veera disainil põhineva X-GIS 3D kaardiakna loomise, sellele eelneva tarkvarade tehnilise detailanalüüsi läbiviimise ja vajadusel kaardiakna toimimiseks vajalike teenuste/API-de loomise ning nende jaoks andmete töötluste ja analüüside läbiviimise järgides kehtivat KeMIT tehnoloogilist profiili ja mittefunktsionaalseid nõudeid.
