Die Stellwerkstechnik der Strecke 2330 Moers (a) – Millingen - Xanten besteht zum überwiegenden Teil aus mechanischen Stellwerken, einem elektromechanischen Stellwerk in Millingen, und einem Signalisierten Zugleitbetrieb zwischen Millingen und Xanten. Alle dies Anlagen haben die Grenze die technischen Nutzungsdauer bereits erreicht und können nur noch mit erhöhtem Instandhaltungsaufwand betriebsfähig gehalten werden. Daher sollen an den drei Betriebsstellen Rheinberg, Millingen und Xanten ESTW-A entstehen.
