El INGESA no dispone de medios propios, personales ni materiales, ni de la infraestructura necesaria para trasladar, por el medio más idóneo en razón de la necesidad y oportunidad, en el menor tiempo posible y por la ruta más apropiada, a pacientes de Ceuta y Melilla, cuyo traslado solicite el facultativo responsable de su asistencia atendiendo a causas estrictamente clínicas y no suponga un riesgo añadido para su salud
