Helsinki Employment Services procured neighbourhood alliance services to pilot multi-sector employment support programs in selected city districts, with a focus on reducing long-term unemployment and supporting youth and disadvantaged groups through enhanced inter-agency collaboration. The contract, valued at EUR 6,000,000, was awarded on 30 April 2026 to a consortium of four providers: Arffman Finland Oy, Helsingin Diakonissalaitoksen säätiö ryhmittymä, Kuntoutussäätiö, and Phoenix ry. The initiative aims to develop and test new employment service models to support employment, vitality, inclusion, and work capacity in targeted neighbourhoods.
