Overview
The ROM is the external monitoring system of DG INTPA, DG ENEST, and DG MENA. It aims at enhancing the European Commission's internal control, accountability, and management capacity with a strong focus on results. It is external since it is contracted to independent consortia, but it complements the internal monitoring performed by the EU as well as the continuous monitoring by Implementing Partners.
The new ROM contract is meant to improve the performance of EU-funded interventions by strengthening design, monitoring and evaluation systems at intervention and institutional level in the Middle East, North Africa and Gulf region.
