La Autoridad Portuaria de la Bahía de Cádiz precisa garantizar el servicio portuario, mediante contratación externa de un servicio permanente y especializado de mantenimiento y primeras actuaciones frente a emergencias, averías e imprevistos en sus instalaciones, infraestructuras y zonas públicas, asegurando una respuesta inmediata y eficaz las 24 horas del día y los 365 días del año. Este servicio resulta imprescindible debido a la insuficiencia de personal propio para cubrir turnos de tardes, nocturnos, festivos y situaciones de urgencia, siendo esencial para preservar la operatividad portuaria, la seguridad de personas y bienes, y la continuidad de la actividad portuaria, mediante intervenciones que permitan contener, paliar o resolver de forma inicial las incidencias hasta su reparación definitiva.
