The scope includes preparation of application documents and accompanying two sequential authorization procedures: a bridging/plan modification process for temporary passage security beginning January 2030, and a subsequent planning approval process for permanent passage security following full implementation of Ems barrage tide control, with optional provision for litigation support if required.
