Overview
The Cambridgeshire and Peterborough Combined Authority (CPCA) is seeking a supplier to complete the final impact evaluation of the Digital Connectivity interventions funded by the CPCA Investment Fund, as part of the Gateway Review Final Report as selected in the Local Evaluation Framework (LEF). The aim is to assess the programme's effectiveness in boosting digital connectivity, reducing digital exclusion, and improving productivity in the region.
Earlier this year, a Mid-Term Report was prepared which included reporting on progress in digital connectivity initiatives and serves as the foundation for final evaluation requirements.
1. Assess Intervention Impact: Evaluate the extent to which the digital connectivity interventions, including broadband, mobile connectivity, and digital inclusion programmes, have successfully achieved the targeted outcomes, such as reducing digital exclusion and enhancing regional productivity.
2. Long-term Economic Impacts: Measure the interventions' contributions to economic growth metrics, focusing on Gross Value Added (GVA) and other productivity indicators.
3. Data Collection and Analysis: Conduct surveys, interviews and baseline comparisons to gather quantitative and qualitative data for impact analysis.
