Strategic Outline Case/ Options Appraisal that assesses the potential private finance models that could be used, tests VfM and incorporates the advisor's knowledge of the private sector market (construction/equity/debt) to ensure there would be appetite for a programme and outlines possible delivery timescales. This work requires the specialist knowledge of the private sector and their appetite and requirements of the private finance market including that of investors ( equity and debt ) and the construction industry . The external financial advisory sector understand this vital element of the requirement as well as the different models of delivery across different sectors and jurisdictions that is not available internally.
