Overview

The Council is extending its existing Dynamic Purchasing System (DPS) for Passenger Transport Services for an additional 34 months, from April 18, 2026, to February 23, 2029, with an estimated extension value of £15 million excluding VAT. The services cover home-to-school and home-to-college transport for children and young adults with special educational needs, divided into six lots: private hire or hackney taxis for up to 8 passengers, wheelchair-accessible vehicles for up to 8 passengers, minibuses with drivers for up to 16 passengers, coaches with drivers for up to 24 passengers, wheelchair-adapted minibuses with tail lifts for up to 16 passengers, and ad hoc taxi travel. Vehicles may also be required on a spot hire, short-term, or long-lease basis. Providers can join the DPS at any time if they meet the selection criteria, but those failing to maintain standards may be excluded. Existing providers on the DPS do not need to reapply.
