Overview

WFD seeks to establish a panel of specialist service providers to deliver technical support services globally, primarily to enhance the Democratic Governance Centre of Expertise in partnership with the FCDO. The panel will replace an existing framework expiring in March 2026 and will operate through a Dynamic Market and a Preferred Supplier List, covering opportunities above and below a specified financial threshold. Providers may apply to one or both arrangements across eight expert areas: Political Economy Analysis; Media Freedom and Development; Rule of Law and Justice Sector Reform; Public Sector Management Reform; Conflict, Security and Stabilisation; Environmental Democracy and Climate Governance/Justice; Monitoring, Evaluation and Learning; and Facilitation, Training, Coaching, and Adult Learning. Services include conducting analyses and assessments, providing technical advice, designing and evaluating programs, delivering training and facilitation, supporting governance reforms, and developing frameworks and methodologies tailored to democratic governance challenges worldwide. The panel aims to support WFD’s strategic objectives by offering flexible, expert assistance on a case-by-case basis, with applications accepted initially by March 2026 and ongoing throughout the procurement lifecycle.

  • Expertise in Public Sector Management Reform

    Support WFD's programming, research and business initiatives and/or the Centre of Expertise in responding to FCDO Posts' enquiries on and/or related to Public Sector Management Reform. This may include expertise in/on the following: - Centre of Government - Governance, accountability, ethics, and risk management - Strategy and policy reform - Organisational change management and stakeholder engagement - Process and service delivery - Government procurement - Planning - Measuring performance - Civil service reform and Human Resource Management - Public financial management and economic governance - Digitalisation and E-Government

  • Expertise in Political Economy Analysis and approaches

    Support WFD's programming, research and business initiatives and/or the Centre of Expertise in responding to FCDO Posts' enquiries for/on political economy / context and sectoral analyses. This may include the following: - Conduct timely and responsive political economy / context and sectoral analyses, in line with FCDO's Guidance on Understanding political economy analysis, thinking, and working politically, and/or other methodological approaches, tools and frameworks, as and when appropriate. - Provide specialist technical advice and assistance on conducting political economy / context and sectoral analyses. This may include analysis of selected democratic governance issues, specific sectors, and/or broader PEAs of countries / contexts to identify and understand the political settlement and the main existing / emerging challenges and opportunities. Analysis and any accompanying recommendations / conclusions (as required) should be well-grounded to support Posts in applying and implementing these recommendations in their work. - Review / evaluate and/or quality assure the methodology and design of programmes.

  • Expertise in Media Freedom and Media Development

    Support WFD's programming, research and business initiatives and/or the Centre of Expertise in responding to FCDO Posts' enquiries on and/or related to media freedom and media development. This may include the following: - Conduct timely and responsive country assessments of the media landscape and/or a media development. - Provide impartial and impactful technical advice and recommendations to promote / support media freedom and media development. - Review and/or quality assure the design and/or development of media freedom and media development programmes / initiatives / activities.
