BLC0109 - Digital Forensic Services Dynamic Purchasing System

This tender establishes a Dynamic Purchasing System (DPS) for Digital Forensic Services, managed by Bluelight Commercial on behalf of multiple law enforcement agencies across the UK. The DPS is designed to facilitate a national, collaborative procurement of a wide range of digital forensic services over an eight-year period, promoting quality, standardization, legal compliance, innovation, and increased market capacity. Services required include digital forensic case evaluations such as cell site analysis, still and video image enhancement, video production and presentation, and various forms of image comparison (face, clothing, vehicles, and others). It also covers digital data retrieval from mobile devices and computers, including complex retrieval tasks like decryption, chip/data restoration, bespoke mobile device services, and hard drive repair and restoration. Additionally, the DPS seeks providers for comprehensive digital forensic investigation and evaluation services, audio enhancement, analysis, and voice comparison. Quality assurance services are also required, including proficiency testing trials for mobile devices and computers, test data production, ISO standard training, expert witness training, tool training, method validation, and quality assurance consultancy. Collection and delivery services for specific lots are also included. Suppliers must meet all specified methods and components for each service pack within the relevant lots to be eligible to join the DPS.
